Quality Incentive Program (QIP)

The Centers for Medicare & Medicaid Services (CMS) has issued a final rule that:

  • updates Medicare policies and payment rates for dialysis facilities paid under the End Stage Renal Disease (ESRD) Prospective Payment System (PPS) and
  • strengthens incentives for improved quality of care and better outcomes for beneficiaries diagnosed with ESRD through improvements to the ESRD Quality Incentive Program (QIP).

The provisions of the final rule will be effective for payments to dialysis facilities on or after January 1, 2012; and the new requirements for the ESRD QIP described in the final rule will affect the payment rates in payment years (PY) 2013 and 2014.

  • Payment rates for dialysis treatments will increase by 2.1% in CY 2012 (representing the ESRD market basket increase of 3.0% less a productivity adjustment of 0.9%, as required by statute) and
  • Under the QIP, payments to individual facilities will be reduced if the facility does not achieve a certain total performance score (based on its performance with respect to measures that assess the quality of dialysis care the facility provided).

December 2012: Performance Score Reports and Certificates

On December 15, 2012, the DialysisReports.org website posted PY-2013 Performance Score Reports and Performance Score Certificates (PSCs) for dialysis facilities open as of January 1, 2012. All facilities are required to download, print, and display the Performance Score Certificate within FIVE days of the PSCs being posted.

National Healthcare Safety Network (NHSN)

On November 1, 2011, the Centers for Medicare & Medicaid Services (CMS) published the Quality Incentive Program (QIP) measures to be used for performance year 2012, which determines reimbursement for payment year 2014. This includes the requirement for dialysis facilities to report healthcare infections using the Centers for Disease Control and Prevention's (CDC's) system, NHSN. To meet this requirement dialysis events must be reported for a minimum of three (3) consecutive months in 2012.
